In addition to the six members duly elected to the Board of Finance, the Treasurer is an ex officio member, with vote.

The Board of Finance organizes an annual canvas for funds. It proposes an operating budget and submits it to the Church for adoption at the Annual Budget Meeting (see Article XI, Section 2, of the By-Laws). The budget proposal includes a report of actual revenues and expenditures for the prior fiscal year and estimates for the current fiscal year. The Board may recommend the appropriation of money from the Major Projects Reserve Fund. The Board establishes procedures for managing non-operating funds within the limitations imposed by Article XIII. It appoints annually a three-person Committee on Investments (see Article X, Section 4) to advise the Treasurer in regard to investing or reinvesting funds. It appoints annually a Memorial and Special Gifts Committee of not more than seven persons, including the Treasurer ex officio, with vote (see Article X, Section 5). The Board provides for an annual financial review of the financial records of the Church.

The Board of Finance and the Council recommends to the Church at the Annual Business Meeting the allocation of any operating fund balance remaining at the close of the prior fiscal year.
